(Chicago Convention, Article 44)

The ICAO seeks to improve international aviation and air transport by encouraging

  • the safe and orderly growth of international civil aviation;
  • the design and operation of aircraft for peaceful purposes;
  • the development of facilities to support international civil aviation;
  • the provision of safe, efficient air transport for the peoples of the world;
  • the prevention of economic waste due to unreasonable competition;
  • respect for the rights and opportunities of member states;
  • safety; and
  • the general development of all aspects of international civil aeronautics.

Decision Making Process

The ICAO Council, which is comprised of 36 members elected by the Assembly of Contracting States, adopts standards and recommended practices developed with the advice of independent experts.

Why does this organization deal with Net governance?

As part of its mission to encourage safety and the general development of international aviation, the ICAO has an interest in keeping abreast of technological developments and pursuing international cooperation in the use of the Net to enhance the ease and safety of air travel.
